No, Nader never told anybody, let alone "self-identified Democrats,"
"not to vote for Gore."  Nader called on progressives to vote *for*
the candidate whose proposals they supported, not for the "....evil"
whose record and policies they opposed.

As for the ergonomic rules-- is it Nader's fault that Gore, having won
the election, handed the presidency on a silver platter to Bush?  Is
it Nader's fault that the Gore-Clinton administration delayed, obviously
with intention, the promulgation of regulations vitally important to
working people, until their concessionary though fraudulent successor
could undo them with a stroke of the pen?
