The plane that hit the Pentagon flew from Dulles all the way to
Kentucky, and then back to the DC area. It flew past the Pentagon and
over the Capitol, where, according to one report, it circled that
building. Then it flew just above the White House. This caused White
House security to instruct the WH staff to drop everything and run.
Then the plane banked sharply to port and began to descend. It remained
at an oblique angle when it collided with the Pentagon. CBS News has a

It can be surmised that the PA plane intended to hit Air Force One
(probably after it landed at Andrews Air Force base, not in the air),
since a credible threat was received that Air Force One was a target,
and no other hijacked plane would have been in the air when AFO would
arrive at Andrews. Other factors could undermine this theory, though.
