And to build a first class health industry requires that that industry be directly response to the needs and demands of the Cuban population. That is the only way to ensure real innovation and development.
Cuba couldn't have built this health sector without Soviet subsidies, which are no longer an option. That's why I said a small country with little access to external finance is rather lacking in options.
