Ha ha that is a scandal. Try hiring Cobol programmers! There are a few training programs out there that are geared to providing more Cobol programmers for specific needs but the vast horde of talent skitters away from dead end code. They know nothing stays the same in business. And education, and government as far as computing goes.

Code can't function without programmers.  Errors happen.
