Actually at various points Democratic Senators have tried to put holds
on various repulsive things. It is just that the Democratic leadership
can choose not to honor holds, and Coburn's holds are honored, whereas
when it comes to FISA Democratic holds are not.  Carrol, the role
between grassroots groups and U.S. political parties is more complex
than your description. I always liked Einsteins crack about making
hypotheses as simple as possible, but no simpler...
