Michael Perelman, quick to cut off any suggestive SWF discussions [not surprisingly], has come to my rescue. So, I can answer Sabri with my guess that this is not at all what Vzla would want to do. Rather than use its rent gains for accumulating foreign ownership claims, vzla's orientation [exemplified by ALBA] is to engage in solidaristic relations within Latin America and to support with its funds the creation of regional institutions [eg., the Bank of the South] that can challenge imperialist hegemony. This does not exclude its purchase of bonds from Argentina, Ecuador, Bolivia, etc--- but these are not commercially oriented transactions. Of course, this is only my guess.
