A true no-growth economy, where people have attained enough wisdom
that they understand that serving only their satiable needs will
provide true health and happiness and so do not need more & more
consumer goods, would likely be attained not only after the
infrastructure has been fixed but after (democratic) communism has
been established. This seems unlikely to occur this year.
