is that Bush II? could it be that union density has hit close to rock
bottom, so that even the most anti-union President has a hard time
lowering it further?

there is a clear difference between the GOP and the DP from the
perspective of labor's leaders. But they somehow have to act "hard to
get" (and have something worth getting) if they want any help from the
DP.
