Of course, I was making a pun on "list." But seriously, folks, as
Viner pointed out, the creation of "free trade" associations -- such
as the Zollverein but also including the European Union and NAFTA --
does not simply include trade promotion (breaking down feudal and
similar internal barriers to trade) but also trade diversion, partial
exclusion of trade with countries outside the union. (Similarly, as
Heckscher pointed out, the mercantilist policies of the precapitalist
era involved not only  manipulation of trade for a country's (king's)
advantage but also the breaking down of barriers within the country.)
