oh my! "using the ballot box to hold onto power"! is that as bad as fixing elections to take power (cf. US 2000)? This Latin American business about banning re-election is nonsense. It started, I believe, with the Mexican ouster of Porfirio Diaz. There, instead of re-electing the President over and over, the system led to the re-election of the PRI over and over again.
