I don't know of any jurisdiction where "theft" applies
to trade secrets as for tangible goods, but IANAL. Of course if you
enter illegally some building or really steal a laptop or
USB key then that's regular property law which applies first.

In the USA there seem to be a mix of contract law (NDA and like)
and specific state laws that govern trade secrets:

Note that UTSA is only civil and not criminal.
