There are a lot of economists who think cap-and-trade done right would
be OK as a second best solution but prefer carbon taxes.

That would include Joseph Stiglitz, Robert Reich,  Jeffrey Sachs.

In terms of economists who take a more radical view that we should
concentrate on infrastructure investment rather than emphasizing  put
a price on carbon: James Galbraith.
