I am puzzled by the concept of setting standards for judging the enemy. Or put another way, one can only judge a text or an action or an agent in terms of the purpose of that text, action, agent. Now obviously (to me) the purpose of the President of the United States is to keep dissent under control, to suppress or contain threats to the orderly conduct of world commerce, etc. As far as I can see both Bush and Obama have been performing these tasks reasoably well. I'm not really interested in judging the gramma or the taste in music of the man who shoots me.
