I wouldn't say that they focused on Gaza. I just gave that as an
example of something in the mix that would be quickly verified, as
opposed to an understanding about building in East Jerusalem, whose
significance would become more clear over time. In fact their rhetoric
is focused on East Jerusalem, not Gaza.

Another measure: whether the Palestinian leadership agrees to resume
the proximity talks. The Palestinian leadership has to defend itself
before Palestinian public opinion, and there's little upside to them
agreeing to talks if there is not some movement, so presumably if the
talks resume then the Obama Administration extracted something from
Netanyahu.
