Ah, a truly philosophical question.  So many potential responses/questions.

Is beauty objective or subjective?
Why would natural beauty be "higher" than created beauty?  Do you think a rock 
formation that resembles a human face is inherently more beautiful than a 
sculpted human face?
If your preference for natural beauty to created beauty a progressive value or 
a Lear value?
Not only is the green fee at Pebble Beach $495 (an extraordinarily high fee in 
the golf world), but Pebble Beach charges cars $9.50 to drive on the road to 
see the golf resort (the famous 17-mile drive: 
http://en.wikipedia.org/wiki/17-Mile_Drive), and the tourists are lined up.  Is 
it not meaningful that people are willing to pay such fees to see a creation 
intersect with nature?
As there is clearly disagreement on whether a golf course has beauty, who and 
how should we decide whether there should be a golf course on any specific 
acreage?
