In the US, at least, (psychological) racism almost always plays a role
in politics, but there are almost always other elements to any
explanation of what happens. (it's another example of
over-determination.) Some African Americans consider Clinton to have
been "the first Black President," so racism could have played a role
there, too.

In politics, the unscrupulous use all the weapons they can find.
Sometimes the scupulous, too.
