How much, who knows. More than zero I'd say. There is no ultimate effect insofar as it's an ad hoc move. If the president justifies it by saying something stupid, like it will improve incentives (apart from the aggregate demand effect), it will just be another ideological concession to the right. That's what feeds the ultimate effect, IMO.
