Well the current level is zero, so it's an increase compared to that. The compromise plan is a mixed bag.
I don't think there are any good definitions, since the center is a moving target. BHO is not quite a blue dog, clearly not in the center of the DP (more to the right), so centrist doesn't seem like too much of an abuse of language.
