   The LIbyan government already asked for observers. Of course neither the 
rebels nor those responsible for the UN no fly zone etc. are likely to pay the 
least attention to this. The media will not either.::

Libya has asked Turkey, Malta and China to send observers to monitor a 
ceasefire 

announced by the government, an official said, denying reports that attacks on 
rebel lines were continuing.
"We are in contact with Turkey, Malta and China and we have asked them to send 
observers to monitor the ceasefire," the official said, speaking on condition 
of 

anonymity.

The fact that there are conflicting reports on whether the Libyan
government is complying with its ceasefire announcement shows the need
for independent international evaluation of these claims, akin to the
UN weapons inspectors going into Iraq before the Iraq war.
