You make that sound trivial. Given the budget idiocy going on now, do you think 
that's going to be easy?

But the whole thing is preposterous. It makes no economic sense to try to 
accumulate savings by borrowing from yourself. It all has to be funded by 
income in the present - SS is a pay-as-you-go scheme. If the U.S. were a small 
country with a big sovereign wealth fund that could invest abroad and then draw 
down the funds as needed, it would be a completely different story. But we're 
not. The whole surplus thing was just kicking the can down the road.
