No, the government bonds in the SSA's stash belong to the SSA, which
belongs to the US government. Working people don't own the US
government.

Officially, I guess it can be said that _all_ US citizens own that
government. But in practice, it's the capitalists who own it, so that
the government obeys their wishes -- unless their is political
pressure from working people for it to do otherwise. (BTW, just
because the capitalists in effect own the US government does not mean
that it does a good job of serving their long-term collective
interests.)
