After 20 years of using general revenue to redeem Trust Fund assets, it seems plausible to me that politics would favor continuing the practice to fund scheduled benefits, not least because of the political pull of retirees in that period. Another scenario is that the Ryan Medicare gambit blows up in the face of the GOP and Obama puts in enough pre-funding to politically defuse the issue more or less permanently.
