Marx did not write the book on the state. I think that he would have been interested in John Hobson's finding that between 1715-1850 the state through taxation transferred 5% of GDP from middle class to lower class consumers to wealthy financiers.He compares this kind of massive forced savings to what Stalin later carried out. Marx's analysis of the public debt system in Part 8 of K, vol I anticipates that kind of analysis.
