You're making the mistake of trying to find literal meaning in phrases
like "tax increase". They are terms of art.

* Tax increase: A budget or tax policy that proportionally favors the
working class.
* Tax cut: A budget or tax policy that proportionally favors the
capitalist class.
* Necessary sacrifice: A budget or tax policy that is a direct attack
on the working class.

"Necessary sacrifice" is a subset of:

* Reform: An attack on the working class.

Therefore, closing a tax loophole that had favored capitalists is a
"tax increase," but cutting Social Security is a "necessary
sacrifice."

It's simple, really.
