someone embracing a "cult of personality" doesn't imply membership in
a cult (or being a cultist), though membership in a cult usually
involves a cult of personality. Cults do stuff like limiting one's
communication with relatives and friends (while grabbing as much of
your money as they can), while a cult of personality simply
exaggerates some individual's importance or benevolence. Usually it's
for propaganda or advertising purposes. I would be that Apple computer
deliberately CULTivated the cult of personality around Jobs.

But, as in the old cliche, all of us are mere dwarfs standing on the
shoulders of giants. Steve Jobs was no exception.
