Contrary to conventional wisdom, there are realistic and useful things that Congress could do to downsize the drone strike policy: 1) get the CIA out of drone strikes; 2) stop "secondary strikes" and attacks on rescuers; 3) force the Administration to publicly count civilian casualties; 4) force the Administration to compensate civilian victims; 5) block "signature" strikes on people who are not Al Qaeda that blatantly violate international law.
