Doesn't the DIA also run paramilitary programs? isn't the "Green Berets" part of the Pentagon? Reforms are fine, but this one seems more like "rearranging the chairs on the Hindenburg" than usual. As I've said, maybe some of these reforms may be worthwhile, but we're more likely to see them due to a popular campaign against _all_ drone attacks.
