Indeed, it's a modest claim -- and as Churchill said about somebody (Attlee?) it has much to be modest about. Modest as it is, though, it seems obviously false. In what way has the position improved? I mean in the indicative mood, not vaporings about maybes and mights and how terrible things would have been otherwise.
