I would think it is a play on the fact that Obama tries to blame every bad
thing he does on Congress but then Chuck can explain for himself I am sure.
Obama in this case enumerated a number of reasons why Guatanamo should be
closed including that it hurt the reputation of the US presumably because it is
regarded as unjust and immoral and contrary to US espoused values about the
rule of law and rights etc. not because of its failure to pass a cost-benefit
analysis or is too expensive. He also pointed out other factors such as that it
was not necessary to protect Americans. His reasons made eminent good sense but
I expect he will still not close Guantanamo any time soon.
