I used to use Advanced System Optimizer, it does everything, seemed to work well, costs less than $50 though there are periodic upgrades which aren't free.
You can erase cookies and history within IE or whatever browser you use; you don't need a different program. After using Norton, McAfee, and AVG, I've been using the free Microsoft stuff and never looked back. Though that doesn't address registry optimization and other issues.
