The annuity writers need zero risk bonds to finance the annuities but the 
annuity payout 
is so low that people don't want to buy annuities which depresses the bond 
market. 

There is no natural mechanism to determine low risk interest rates. 

Marx does bring discuss the money capitalist and his goals.
