I'm currently a bit out of the loop for various reasons, but do you mean
that existing roads (presumably already paid for) are having tolls
introduced, or that new roads are being contructed on a for-profit toll
basis?  The analysis is obviously quite different.

I am reminded of Harri Webb's "Lines on the Opening of the Severn Bridge"
(connecting Bristol with the Welsh cities across the border):

Two great nations connected
Across a river wide
And all the tolls collected
On the English side.

Hellooooo, economists of the progressive stripe?  Why no interest in
the fairness toll roads?  We here in Austin, TX are getting toll roads
