There was talk several years ago in MA about "privatizing" some
of the state highways.  At the time, a lawyer friend told me
highway privatization would never work, because the liability/
litigation problems for investors would be a nightmare.  I
suspect what is happening in Texas is public freeways being
converted to public toll roads?

There is a school of thought in economics that advocates
peak-travel time tolls to reduce congestion.  Is that what's being
advocated in Texas?
