Yes. But was the New Deal really _designed_? That implies a great deal more coherence both in practice and in intention than I would assume. And it wasn't southern senators that were responsible for the drive to cripple the core of the New Deal (in so far as it was really a _new_ deal) -- the WPA -- a couple years before the war completed the task.
