at any given time, the US ruling class is that part of the class
structure that owns financial claims to means of production based in
the US. It rules the economy, but not necessarily the government. The
governing elite (or power elite), on the other hand, runs the
government. It's more that just capitalists, since it includes some
relatively poor bureaucrats, but it also excludes some fractions of
the capitalist class.
