The ban on repeated reelection can easily be totally irrelevant. The
1911 Revolution made the slogan "¡No Reelección!" the rule in Mexico.
But the Institutionalized Revolution Party (PRI) was "reelected" again
and again.
Which has been an unmitigated disaster for Mexico. If Lazaro
Cardenas had been able to run for reelection the Mexican Revolution
might
have survived.
