Soaring costs for insurance premiums have pushed health care beyond the reach of 47 million Americans, including 7 million Californians. Assembly Speaker Fabian Núñez and Gov. Arnold Schwarzenegger say they have the cure for what ails us in ABX1-1, the health-care-reform package the duo hacked out shortly before the holidays.
