I spent some time about 2 years ago on measuring 
boot time in detail.  Sorry, but I don't usually hang
out on this forum, though.  Perhaps I can give some
pointers...

When you are in the mode of normal reboots (after
all of the post-installation work has completed), then
the best way to speed up boot time is to have more
than one processor core. Services are started in 
parallel, which scales nicely on a multi-core system.
To get much further along will require knowledge of
what you really want to do and what the boot time
goal should be.
