FcInit may get better with the newer fontconfigs. I haven't really tested them to know what kind of an improvement they can make. Things like GtkFontSelection *do* need to be made faster for e.g. CJK locales (bug #319483). There, FcFontSort is indeed a problem. But... you have very small timings there :) Shaving off 2*17 ms from GDM's startup time? How long does it take to start up?
