It does not ring a bell for me but I had not
heard of the "Open Perl IDE" until you broght the
issue up on this list. I went to the page at:

http://open-perl-ide.sourceforge.net/

And from there I found a link to an announcement at:

http://sourceforge.net/forum/forum.php?forum_id=251666

The text within the last announcement mentions that:

Summary: Open Perl IDE now supports Perl 5.8
Open Perl IDE's debug template script has been made Perl 5.8 compatible and
can be downloaded here:

The script has been successfully tested with these distributions under
Windows 98/2000/XP:

-ActivePerl 5.6.1 builds 626, 628, 629, 631, 633
-ActivePerl 5.8.0 builds 802, 804
-IndigoPerl 5.6 (24Feb01)
-SiemensPerl 5.6.1 (10Apr01)
-SiemensPerl 5.8.0 (29Oct02)

I think that means it is now fixed.

I think that problems with the "Open Perl IDE"
are unlikely to affect MVS very much since
the "Open Perl IDE" is apparently largely written
in Delphi/Kylix and the stated supported environment
is Win32 MS Windows. I do not think that Delphi
has been ported to MVS.

For future reference I suppose that you could
get a quicker response to a discussion about
bugs in the Open Perl IDE if you mailed to the
open-perl-ide-user mailing list for which there
is information at:

http://sourceforge.net/mail/?group_id=23334

good luck.
