Hi,  I'm the maintainer of Archive::Tar

I don't recall any patches for Archive::Tar.

Archive::Tar certainly needs some attention.  It went through a major
re-write some time ago to reduce it's memory utilisation (it used to
keep the entire archive in memory), but there are follow-on issues
that need addressing.

What about a sourceforge style cvs environment?
