A little of both.  I know that Archive::Tar doesn't andle some
boundary conditions well, specificall dealing with non-compressed
archives.

Yes, the more help the better.  I'm by no means a model maintainer; I
have been neglectful of Archive::Tar for the last twelve months.  I do
have things I'd like to see Archive::Tar do, however, including
subsume Archive::Zip's functionality.  If other folks put the time &
energy into creating patches, I can put the time & energy into getting
releases out.
