It is a bad CPAN testing setup. If you spot-check other CPAN test reports filed by ghenry on that date and for several days preceding, you will see that error messages like the one you got are rampant. (Cf.: http://tinyurl.com/za2fg). So if other testers have not reported the same problem, I wouldn't worry about it.
1. I hope that ghenry has corrected this problem before attempting any other postings to perl.cpan.testers.
2. But, having posted bad results to that list myself, I think this is more evidence that the instructions as to how to become a CPAN tester are not easy to follow.
