CPAN Test reports follow a fairly rigid format that computers can easily detect. I think it's worth auto-whitelisting messages that look like "FAIL Foo::Bar 3.14_15" or "PASS Hello::World 2.71". The CPAN::Reporter (?) and CPANPLUS mails look about the same, and that's the bulk of the traffic. If you allowed those and had to moderate replies from the author, requests for more info, etc., I think that would reduce the need for human intervention. (Maybe you're already doing this... I don't know.)
Ask mentioned to me that it's already "semi-automated". I think things in the right format get approved without too much delay. (I think I saw some test emails show up within 24 hours or so.) David
