Cool. I'm not aware of specific texts on effective code organisation  
in Perl. If you work through some of the tutorials here:

http://perldoc.perl.org/index-tutorials.html

you should be ready to apply general best practices to Perl.

As far as testing and QA is concerned please feel free to ask  
questions here once you have a more specific idea of what you need to  
achieve.
