Sort of, due to the fact the bug did get fixed.

perl-ldap-0.37 uploaded 28 Aug 2008.  CPAN Testers FAILed it.  Author
complained.  People investigated.  Underlying problem in tar addressed
in CPAN 1.92_64 released on 3 Sep 2008.

But the FAIL is record in the wrong place. It gets counted as a FAIL in the distribution because the tester had issues building it that were not really the fault of the distribution. So I would still advocate changing these FAILs to UNKNOWNs
