Whoa. What? Where did this come from? It's one thing to get worn-out with your hobby, but if you're at $work please keep in mind that others might not be (or maybe they are, but your organization is not paying them/theirs for support.) Maybe whoever is tickling your nerve just didn't have time to be anything beyond "right" (but, sure, they could just be a jerk -- or simply a robot attempting to be helpful.) I think the only thing blocking TAP diagnostics is the availability of round tuits. I hear those can sometimes be had for paper money, but you can also whittle your own. For me, I've heard enough about what who should do or how civil one should be about blahblahblah. I imagine more people in the community are under increased economic stress lately and I would expect any individual to be more concerned about whether they can keep their own screen dry and lit than about what the community "needs" from them. I think the Perl community needs more investment (not just donations -- they wear off too quickly) of time and money. Judging from how long it has taken to get TAP diagnostics, it seems like it must not be worth much -- or else someone would surely have converted some time|cash into a solution by this point (s/TAP diagnostics/$whatever/).
