In Windows 2000, you can use the "Start" -> "Programs" -> "Administrative Tools" -> "Local Security Policy" MMC snap-in. Open it up and go to "Security Settings" -> "Local Policies" -> "User Rights Assignment" -> "Log on as a service" and put whatever users and groups you need to in there.
In Windows NT, I think you do it through User Manager, but I no longer have any NT machines. In Windows XP, I have no idea.
