Jenda's site seem to be down right now. Or more specifically his DNS server
is down so we can't resolve his IP address.
I would just keep trying.

The steps are:
Download and untar or unzip the module source files.
Run VCVARS32.BAT it will be located somewhere like
c:\devstudio\VC\bin\VCVARS32.BAT
Cd to the source directory and enter the following commands:
perl Makefile.PL
nmake
nmake test
nmake install
