Well, I just answered my own question. Yes there is a current version of the
.tar.gz file for the Win32-GUI package at jenda.mccann.cz/perl - I just didn't
see it the first time.
You should be able to download both files - Win32-GUI.ppd and
Win32-GUI-0.0.434.0-PPM.tar.gz - and install using the ppm install command.

I realize that this installs a older version of the Win32-GUI, but for those of
us who didn't have anything it's better than nothing. At least I can get the
hello world gui version to actually do something.
Is there a .tar.gz file of the newer version, .434, on Jenda's web site? Or
will using the ppd file in a similar fashion work on a .zip file, not just a
.tar.gz file? There aren't any real installation instructions for installing
the .zip file manually.

Except for the fact that you installed the older not the newer
version this all is OK.
I don't know what was the problem with jenda.mccann.cz at that time
